Making long videos 4x faster?

How do you take a video ( i take mine with my digital camera), and make them play faster, permanently? For example, there are videos on youtube, that would normally be 30 minutes long, but they were shortened to little more than 7 minutes long, and the poster of the video says that he or she sped up the video. How do i do that? I've tried Windows Movie Maker but i can't find an option to speed up videos in that program.

When using WMMaker software you need to go to the video effects section (found at the task tab), find the speed up effect but it is only 2x. If you wanted 4x better save the project first (use avi or high quality file type when saving), then open that saved project and reuse the speed up effect again before saving to the proper format you want. I tried using the speed up effect twice within the same project (without saving it 1st) but turned out like a picture slideshow.
